الانعكاسات النيوليبرالية لتسليع التعليم العالي على إنتاج التفاوت الاجتماعي بالمجتمع المصري: دراسة نقدية ....

مستخلص:
  استطاعت النيوليبرالية التغلغل في سياسات التعليم، وتحرير التعليم من سيطرة الحكومة، وإعادة بنائه من خلال التسويق والخصخصة واللامركزية، بالعمل- جنبًا إلى جنب- مع خطابات رأس المال البشري والعولمة واقتصاد المعرفة وتسليع التعليم؛ ومن ثمَّ تسعى الدراسة الحالية إلى التحليل النقدي لموجهات وانعكاسات النيوليبرالية لتسليع التعليم على إنتاج التفاوت الاجتماعي في المجتمع المصري، وقد اعتمدت الدراسة على المنهجين: النقدي والوصفي؛ وذلك لملاءمتهما لطبيعة الدراسة؛ وقد توصلت الدراسة إلى مجموعة من النتائج منها: تشبع السياق العام للتعليم العالي المصري بمظاهر عدة للنيوليبرالية، منها: الخصخصة، وتراجع الإنفاق العام على التعليم، وتكليف الجامعات بتنمية مواردها الذاتية؛ والترويج لإلغاء المجانية والتوسع في التعليم الأهلي والخاص بمصروفات، والذي يأتي ضمن توصيات البنك الدولي كسياسات نيوليبرالية، ولم يتوقف التسليع على المنشآت والموارد بل وصل لتسليع الطلاب والهيئة التدريسية وقد أدى ذلك إلى تآكل الطبقة الوسطى، وتزايد الفجوة بين الطبقات الاجتماعية عامًا بعد عام. وخلصت الدراسة إلى طرح رؤية مستقبلية تتعلق بمستقبل التعليم العالي في مصر في ظل السياسات النيوليبرالية.

Neoliberal Reflections on the Commodification of Higher Education and Its Impact on Social Inequality in Egyptian Society - A Critical Study -
Abstract:
Neoliberalism has managed to penetrate education policies, liberating education from government control and reconstructing it through marketing, privatization, and decentralization, working hand in hand with discourses of human capital, globalization, knowledge economy, and the commodification of education. Thus, the current study aims to critically analyse the directives and repercussions of neoliberalism on the commodification of education and its role in producing social inequality in Egyptian society. The study relied on both critical and descriptive approaches, as they are suitable for the nature of the current study. The study reached a number of findings, including: the general context of higher education in Egypt is saturated with several manifestations of neoliberalism, including: privatization, a decline in public spending on education, and charging universities with developing their own resources; promoting the abolition of free education and expanding private and fee-paying education, which aligns with recommendations from the World Bank as neoliberal policies. The commodification extends beyond institutions and resources to include students and faculty, leading to the erosion of the middle class and an increasing gap between social classes year after year.
The study concluded with a future vision regarding the future of higher education in Egypt under neoliberal policies.
