متطلبات تطوير المدارس الحكومية المصرية في ضوء مفهوم المدرسة المستقلة

الملخص:
استهدفت الدراسة التوصل الى متطلبات تطوير المدارس الحكومية المصرية في ضوء مفهوم المدرسة المستقلة من وجهة نظر أعضاء هيئة التدريس بكليات التربية وموجهي ومديرى المدارس الثانوية بمجافظة المنوفية، نظرا لما تعانيه المدرسة التقليدية من عثرات ومشكلات أدت في جانب كبير إلى عزوف الطلاب عن الدراسة، وهجر المدارس، والإنقطاع الكامل عن التعليم.كما أن المدارس التقليدية ليست مسؤؤلة أمام العامة لأنها لاتملك مجالس منتخبة محلياً، وهذا يسمح بأن تظل المدارس التقليدية ضعيفة الأداء، ولا تلبى المدارس التقليدية احتياجات أولياء الأمور.
استعانت الدراسة بإجراءات المنهج الوصفي، وأجرت المقابلات الشخصية والاستبيان الذي تم اعداده وتطبيقه على عينة الدراسة من أعضاء هيئة التدريس بكليات التربية وموجهي ومديرى المدارس بمجافظة المنوفية، ذلك في العام الدراسي (2022-2023) م. وتوصلت الدراسة إلى تحديد متطلبات تطوير المدارس الحكومية المصرية في ضوء مفهوم المدرسة المستقلة كما استشرفتها عينة الدراسة، حيث تحددت هذه المتطلبات إلى(متطلبات تشريعية، متطلبات متعلقة بأهداف المدرسة المستقلة، متطلبات ادارية، متطلبات لتحقيق المساءلة،  متطلبات مادية، متطلبات متعلقة بالمناهج،  متطلبات متعلقة بالموارد البشرية، متطلبات  خاصة بتحديد الطلبة المتفوقين، متطلبات متعلقة بخدمات وبرامج الدعم التعليمى)
وقدمت الدراسة تصور مقترح لتحقيق هذه المتطلبات وتطوير المدارس الحكومية فى ضوء مفهوم المدرسة المستقلة

Abstract:
The study aimed to reach the requirements of the Egyptian public schools in the light of the concept of the independent school from the point of view of faculty members in the faculties of education, mentors and principals of secondary schools in the governorate of Menoufia, in view of the obstacles and problems that the traditional school suffers from, which led in a large part to students' reluctance to study, school abandonment, and dropouts. In addition, traditional schools are not accountable to the public because they do not have locally elected councils. This allows traditional schools to remain poorly performing, and traditional schools do not meet the needs of parents.
The study used the procedures of the descriptive approach, and conducted personal interviews and a questionnaire that was prepared and applied to the study sample of faculty members in the Faculties of Education, mentors and principals of schools in the Menoufia Governorate, in the academic year (2022-2023). The study concluded that the requirements for the development of the independent school were identified as examined by the study sample, where these requirements were identified (legislative requirements, requirements related to the objectives of the independent school, administrative requirements, requirements for achieving accountability, material requirements, requirements related to curricula, requirements related to human resources, requirements for determining Outstanding students, requirements related to educational support services and programs.
The study presented a proposal to achieve these requirements and develop public schools in the light of the concept of the independent school
