إطار مقترح لتطوير أداء القيادات التربوية في ضوء متطلبات التخطيط الاستراتيجي

لقد شاع استخدام التخطيط الاستراتيجي علي نطاق واسع في المؤسسات علي اختلاف أنواعها وأنشطتها، وبات ضرورة ملحة للمؤسسات التعليمية التي تهدف الي الرقي بالمنظومة التعليمية وتحقيق أهدافها التربوية والمجتمعية، وهدفت الدراسة تقديم إطار مقترح لتطوير أداء القيادات التربوية في ضوء متطلبات التخطيط الاستراتيجي، ولتحقيق الهدف من الدراسة والتحقق من فروضها تم استخدام المنهج الاستنباطي ، والمنهج الاستقرائي (تطبيقي): يعتمدا علي استخدام أسلوب تحليل ودراسة عملية صناعة القرار التربوي لدي قيادات وزارة التربية، وکذلک دراسة وتحليل معايير التخطيط الاستراتيجي، واقتصرت عينة الدراسة علي 394 مفردة من قيادات ومعلمي ومديري الادارات بوزارة التربية بدولة الکويت، وتوصلت الدراسة الي وجود علاقة بين توفير التقنيات المساعدة، والخبرات التخطيطية، والبيانات والمعلومات، وفهم البيئة التربوية، وکذلک مشارکة المعلمين والمتعلمين وبين عملية تطوير صناعة واتخاذ القرار التربوي لدي قيادات وزارة التربية، وأوصت الدراسة بضرورة وجود کيانات علي أرض الواقع تدعم العناصر المتميزة في مختلف المناطق والمدارس للوصول الي جميع الرؤي والأفکار والعمل علي بلورتها بصورة منهجية تخدم العملية التعليمية، وقدمت الدراسة إطار مقترحا يراعي الاعتبارات المهنية ومتطلبات التخطيط الاستراتيجي وصولا الي انشاء وحدات خاصة بالتخطيط الاستراتيجي في المناطق التعليمية.

Abstract:
The study and the strategic planning requirements analysis that may lunch from its aim to develop the industrial process and take the educational decision for the Ministry of Education leaderships and to achieve the aims of the study and check its hypotheses. The deductive approach used and this approach represents in making analytical and research studies in the Arabic and foreign references, studies, researches and scientific journals that relate with the research title. The inductive approach (applied): depends on using analytical style and studying the educational decision making process on the Ministry of Education leaderships. The study sample limits on 394 solo from leaderships, teachers and directors of directorates in the Ministry of Education in Kuwait. The study reaches that there is a relation between providing the assistive technology, planning experiences, data, information and between the process of developing the making and taking the educational decision on the leaderships of the Ministry of Education. The study provides a proposed framework that takes into its account the professional considerations and the requirements of the strategic planning.
