معوقات إعداد الخطط التشغيلية لدى القيادات التربوية في إدارة التعليم بمحافظة البکيرية

يهدف البحث الى التعرف على معوقات إعداد الخطط التشغيلية لدى القيادات التربوية في إدارة التعليم  بمحافظة البکيرية، وتکون مجتمع البحث من35 من القيادات التربوية يمثلون جميع رؤساء ورئيسات الأقسام في إدارة التعليم بمحافظة البکيرية للعام الدراسي 1436 - 1437 هـ و تم اختيار العينة بطريقة الحصر الشامل لصغر مجتمع البحث، واستخدم البحث المنهج الوصفي المسحي والوصفي المقارن , والاستبانة أداة للبحث واهم  نتائج البحث :

أن معوقات إعداد الخطط التشغيلية لدى القيادات التربوية في إدارة التعليم بمحافظة البکيرية جاءت بدرجة (کبيرة) حيث جاء:

-         محور المعوقات الإدارية بالمرکز الأول   و بدرجة کبيرة .
-         محور المعوقات الشخصية  بالمرکز الثاني  و بدرجة متوسطة .

لا يوجد فرق ذو دلالة إحصائية بين متوسطات أراء مجتمع البحث حول وجود المعوقات بشکل عام ولوجود المعوقات الشخصية والمعوقات الإدارية بشکل خاص وفقاً لمتغير سنوات الخبرة .

ويوصي البحث بتزويد القيادات التربوية بالکفايات والمهارات اللازمة لعملية التخطيط من خلال إقامة البرامج والدورات التدريبية ،والعمل على تشکيل لجان تتابع عملية التخطيط في الوزارة ،وتقدم تغذية راجعة عن الخطط التشغيلية لإدارات التعليم ، ونشر ثقافة التخطيط  بين منسوبي التعليم في کافة المؤسسات التعليمية ، منح إدارات التعليم مزيداً من الصلاحيات في اعتماد المشروعات والمبادرات النوعية المحققة لأهداف الخطة.  
Obstacles of Preparing Operational Plans According to Educational Leaders Perspective in Al bukairyah Province
Abstract
The main aim of this research is to get a better knowledge of obstacles that face educational leaders in preparing operational plans in Al bukayriyah province. The population of this study is educational leaders who form all the departments’ principals in Al Bukayriyah educational authority in 1436-1437academic year. The sample of the study consists of 35 participants who were selected according to comprehensive inventory method due do sample smallness. This research follows the surveying descriptive and the comparative descriptive approach in which a questionnaire was used as the tool to collect the data. The main finding of the study is that the obstacles of preparing operational plans were considerable. According to the statistical data, the following results are found:
-The most significant obstacles found are the administrative obstacles. 
-In the second place, the personal obstacles are found to be affected on an average level.
- Years of experience variable have no significant effect on participants’ perspectives on the operational plans obstacles either the administrative or the personal ones.
This study recommends some thoughts which may improve the educational administration. These thoughts can be listed as the following:
-Provide the educational leaders with the necessary skills needed for the planning process and this can be achieved through training programs.
-Constitute a committee to observe the planning process of the Ministry of Education as well as providing feedback about the operational plans of the local educational authorities.
-Rise the educational leaders’ awareness about the importance of making plans in all educational organization.
-Provide opportunities for educational leaders and supervisors to take diploma in planning.
 -Provide the local educational authorities with full power and freedom in in approving initiatives thoughts and ideas necessary to accomplish the plans goals
