دور الجامعات المصرية في تنمية قيم المواطنة لدى طلابها في ضوء متطلبات التنمية المستدامة

استهدفت الدراسة تحديد ﻗﻴﻢ المواطنة المنبثقة من متطلبات التنمية المستدامة واﻟﺘﻲ تستهدف اﻟﺠﺎﻣﻌﺎت المصرية ﺗﺮﺳﻴﺨﻬﺎ لدى طلابها، والتحقق من مدى ﻗﻴﺎم اﻟﺠﺎﻣﻌﺎت المصرية بدورها ﻓﻲ تدعيم قيم المواطنة ﻣﻦ وﺟﻬﺔ نظر أﻋﻀﺎء ﻫﻴﺌﺔ التدريس. واستخدمت الدراسة اﻟﻤﻨﻬﺞ اﻟﻮﺻﻔﻲ اﻟﻤﺴﺤﻲ، وقد قامت الباحثة بإعداد استبانة بقيم المواطنة الصالحة ذات الصلة بمتطلبات التنمية المستدامة؛ وذلک بعد الرجوع للبحوث والدراسات السابقة والأدبيات التي اعتنت بموضوع قيم المواطنة. وتم تطبيق الدراسة على عينة من أعضاء هيئة التدريس ﻓﻲ اﻟﺠﺎﻣﻌﺎت المصرية اﻟحکومية بإقليم قناة السويس؛ بجامعاته الثلاث: ﺟﺎﻣﻌﺔ قناة السويس، وﺟﺎﻣﻌﺔ بورسعيد، وﺟﺎﻣﻌﺔ السويس ﻓﻲ اﻟﻔﺼﻞ اﻟﺜﺎﻧﻲ ﻟﻠﻌﺎم 2018/2019م الدراسي.
وقد أسفرت الدراسة من خلال استجابات أعضاء هيئة التدريس أن وجود مثل هذه القيم في درجة متقدمة، مثل العدل في المعاملة، والتسامح والولاء والانتماء، والعدل في المعاملة، الحفاظ على الممتلکات العامة، ونبذ العنف، غيرها، يتضح أنها أساسية في الحفاظ على وحدة الوطن وتماسکه، کما أنها من أهم الأدوار المنوط بالجامعة ترسيخها لدى الطلاب. وقد أوصت الدراسة بضرورة ﺗﻔﻌﻴﻞ دور اﻟﺠﺎﻣﻌﺎت ﻓﻲ ﺗﻨﻤﻴﺔ الانتماء اﻟوطني لدى ﻣﻨﺘﺴﺒﻴﻬﺎ، وذلک ﺑﺈﻏﻨﺎء الخطط الدراسية بمقررات ﺗﻌﺰز ﻘﻴﻢ اﻟمواطنة اﻟﺼﺎﻟﺤﺔ. وضرورة ﺗﺒﻨﻲ ﻓﻠﺴﻔﺎت اﻟﺠﺎﻣﻌﺎت ﻟﻘﻴﻢ اﻟﻤواطنة اﻟﺼﺎﻟﺤﺔ وﺗﻔﻌﻴﻠﻬﺎ نظرﻳًا وتطبيقيا داﺧﻞ ﻣﺆﺳﺴﺎﺗﻬﺎ ﻣﻦ ﺧﻼل اﻟﻤﺆﺗﻤﺮات واﻟندوات الدراسة. وتصميم برامج متنوعة لتنمية قيم المواطنة، يقوم بإعدادها وتنفيذها مجموعة من النخب المثقفة في مجالات عدة، وتخصصات متنوعة. والإفادة من أنشطة الطلاب في تکوين الاتجاهات الإيجابية، وإکسابهم قيم المواطنة من خلالها، من ممارسة للحوار البناء، والنقد الهادف، والتسامح، والعدالة، والمساواة واحترام الآخر. والاهتمام بإقامة دورات تدريبية للمعلمين في مختلف المراحل الدراسية؛ لتبصيرهم بترسيخ قيم المواطنة وتعزيزها لدى الطلاب. والعناية بتمکين الطلاب من مهارات التفکير الإيجابي، والتعامل بأريحية مع مستجدات العصر؛ بما ينعکس إيجابًا على شعورهم بالانتماء. وتضمين قيم المواطنة بجميع المواد الدراسية، في مختلف المراحل الدراسية بصورة صريحة أو ضمنية حسب طبيعة کل مقرر.
 
Abstract: 
The Role of Egyptian Universities in Developing the Values ​​of Citizenship Among Their Students in Light of the Requirements of Sustainable Development
The study aimed to determine the values ​​of citizenship emanating from the requirements of sustainable development, which the Egyptian universities aim to establish among their students, and to verify the extent to which Egyptian universities in turn strengthen the values ​​of citizenship from the point of view of faculty members. The study used a descriptive descriptive approach. The researcher prepared a questionnaire on the values ​​of good citizenship related to the requirements of sustainable development, after reviewing the previous researches and studies and the literature that took care of the subject of the values ​​of citizenship. The study was applied to a sample of faculty members in the Egyptian public universities in the Suez Canal Region; its three universities: Suez Canal University, Port Said University, and Suez University in the second semester of 2018/2019.
The study found that the existence of such values ​​in an advanced degree, such as fairness in treatment, tolerance, loyalty and belonging, justice in treatment, preservation of public property, non-violence, etc. are essential in maintaining the unity and cohesion of the nation. , And it is one of the most important roles assigned to the university to be established among students. The study recommended the necessity of activating the role of universities in the development of national belonging among its members, by enriching the study plans with decisions that promote the values ​​of good citizenship. And the need to adopt university philosophies for the values ​​of good citizenship and activate them theoretically and applied within their institutions through conferences and seminars study. And the design of various programs for the development of the values ​​of citizenship, is prepared and implemented by a group of educated elites in various fields and disciplines. And to benefit from the activities of students in shaping the positive trends, and imparting the values ​​of citizenship through them, from the practice of constructive dialogue, targeted criticism, tolerance, justice, equality and respect for the other. And the interest in establishing training courses for teachers at different levels of education; to make them understand the values ​​of citizenship and strengthen the students. And to take care of empowering the students from the skills of positive thinking, and deal with the spirituality with the latest developments of the times, which reflects positively on their sense of belonging. And include the values ​​of citizenship in all subjects, at different stages of study, explicitly or implicitly according to the nature of each course.
