ﻫﺩﻓﺕ ﺍﻟﺩﺭﺍﺴﺔ ﺇﻟﻰ ﺘﺸﺨﻴﺹ ﺍﻟﻌﻭﺍﻤل ﺍﻟﻤﺅﺜﺭﺓ ﻓﻲ ﺘﺼﻤﻴﻡ ﻤﻌﺎﻴﻴﺭ ﺠـﺎﺌﺯﺓ ﺍﻟﻤﻠـﻙ ﻋﺒـﺩ ﺍﻟﻌﺯﻴـﺯ ﻭﻤﺅﺸﺭﺍﺘﻬﺎ ﻟﻠﺠﻭﺩﺓ، ﻭﺠﺎﺌﺯﺓ ﺍﻟﻤﻠﻙ ﻋﺒﺩ ﺍﷲ ﺍﻟﺜﺎﻨﻲ ﻟﻸﺩﺍﺀ ﺍﻟﺤﻜ ﻭﻤﻲ، ﻭﺘﺤﻠﻴل ﺃﻭﺠﻪ ﺍﻟﺸﺒﻪ ﻭﺍﻻﺨﺘﻼﻑ ﺒـﻴﻥ ﺯﺓ ﺍﻟﻤﻠﻙ ﻋﺒﺩ ﺍﻟﻌﺯﻴﺯ ﻭﻤﺅﺸﺭﺍﺘﻬﺎ ﻟﻠﺠﻭﺩﺓ ﻭﺠﺎﺌﺯﺓ ﺍﻟﻤﻠﻙ ﻋﺒﺩ ﺍﷲ ﺍﻟﺜﺎﻨﻲ ﻟﻸﺩﺍﺀ ﺍﻟﺤﻜﻭﻤﻲ، ﻭﺘﻘﺩﻴﻡ
ﻤﻌﺎﻴﻴﺭ ﺠﺎﺌ

، ﺍﻟﺫﻱ ﻴﻘﻴﻡ ﻤﻌ ﺎﻟﺠﺘﻪ ﺍﻟﻤﻨﻬﺠﻴﺔ ﻟﻠﻤﻘﺎﺭﻨﺔ ﻓﻲ ﺃﺭﺒﻊ ﺨﻁﻭﺍﺕ، ﻭﻫﻲ
:ﺍﻟﻭﺼﻑ، ﻭﺍﻟﺘﻔﺴﻴﺭ، ﻭﺍﻟﻤﻨﺎﻅﺭﺓ
ﺃﻭ ﺍﻟﻤﻘﺎﺒﻠﺔ، ﻭﺍﻟﻤﻘﺎﺭﻨﺔ .
ﻭﻗﺩ ﺘﻜﻭﻥ ﻤﺠﺘﻤﻊ ﺍﻟﺩﺭﺍﺴﺔ ﻤﻥ ﻤﻌﺎﻴﻴﺭ ﻭﻤﺅﺸﹼﺭﺍﺕ ﺠﺎﺌﺯﺓ ﺍﻟﻤﻠﻙ ﻋﺒﺩ ﺍﻟﻌﺯﻴﺯ ﻟﻠﺠﻭﺩﺓ، ﻭﻤﻌﺎﻴﻴﺭ ﻭﻤﺅﺸﹼﺭﺍﺕ ﺠﺎﺌﺯﺓ ﺍﻟﻤﻠﻙ ﻋﺒﺩ ﺍﷲ ﺍﻟﺜﺎﻨﻲ ﻟﻸﺩﺍﺀ ﺍﻟﺤﻜﻭﻤﻲ، ﻜﻤﺎ ﻁﺒﻘـﺕ ﺍﻟﺒﺎﺤﺜـﺔ ﺃﺴـﻠﻭﺏ ﺘﺤﻠﻴـل
ﺍﻟﻤﺤﺘﻭﻯ، ﻭﻫﻭ ﺃﺤﺩ ﺃﺴﺎﻟﻴﺏ ﺍﻟﻤﻨﻬﺞ ﺍﻟﻭﺼﻔﻲ .
ﻭﺘﻭﺼﻠﺕ ﺍﻟﺩﺭﺍﺴﺔ ﺇﻟﻰ ﻋﺩﺩ ﻤﻥ ﺍﻟﻨﺘﺎﺌﺞ، ﻤﻥ ﺃﻫﻤﻬﺎ :
ﺃﻥ ﻫﻨﺎﻙ ﺍﺘﻔﺎﻗﹰﺎ ﺒﻴﻥ ﻤﻌﻅﻡ ﻤﻌﺎﻴﻴﺭ ﻭﻤﺅﺸﹼـﺭﺍﺕ
ﻜﻼ ﺍﻟﺠﺎﺌﺯﺘﻴﻥ، ﻤﻊ ﻭﺠﻭﺩ ﺒﻌﺽ ﺍﻻﺨﺘﻼﻓﺎﺕ، ﻭﻗﺩﻤﺕ ﺍﻟﺩﺭﺍﺴﺔ ﺘﻭﺼﻴﺎﺕ ﻤﻨﻬﺎ :
ﺇﻅﻬـﺎﺭ ﺍﻟﻬﻭﻴـﺔ ﺍﻟﻭﻁﻨﻴـﺔ
ﺍﻟﺴﻌﻭﺩﻴﺔ ﻓﻲ ﺠﺎﺌﺯﺓ ﺍﻟﻤﻠﻙ ﻋﺒﺩ ﺍﻟﻌﺯﻴﺯ ﻟﻠﺠﻭﺩﺓ ﺒﻤﺎ ﻴﺘﻨﺎﺴﺏ ﻤﻊ ﺭﺅﻴﺔ ﺍﻟﻤﻤﻠﻜﺔ ﺍﻟﻌﺭﺒﻴﺔ ﺍﻟﺴﻌﻭﺩﻴﺔ

Abstract: The study aimed to diagnose the factors affecting the design of the criteria and indicators of the King Abdul Aziz Award for Quality and the King Abdullah II Award for Government, and Analyze the similarities and differences between the criteria and indicators of the King Abdul Aziz Award for Quality and the King Abdullah II Award for Government Performance, and make development proposals for the standards of the King Abdul Aziz Award for Quality, The study used the comparative approach (Peridayi's approach), which evaluates its methodological approach to comparison in four steps: description, interpretation, debate or interview, and comparison, The study population consisted of the criteria and indicators of the King Abdul Aziz Award for Quality and the criteria and indicators of King Abdullah II Award for Government Performance. The researcher applied the method of content analysis which is one of the descriptive methods. The study

reached a number of results, the most important of which is that there is agreement between most criteria of the indicators of both awards and found some differences, the study made recommendations including the Saudi national identity in the King Abdul Aziz Award for Quality in line with the vision of Saudi Arabia 2030.
