آليات تفعيل (القيادة والحوکمة) للتجديد التربوي في التعليم الجامعي المصري في ضوء معايير الجودة من المنظور الإسلامي •

هدفت الدراسة إلى وضع آليات تفعيل (القيادة والحوکمة) للتجديد التربوي في التعليم الجامعي المصري في ضوء معايير الجودة من المنظور الإسلامي، ليصل الباحث إلى إثبات سبق الإسلام في هذا المجال، کما أنها تأتي محاولةً لتحقيق الأصالة التي تطمح إليها الأمة الإسلامية في هذا العصر، وتأکيد الهوية الإسلامية. وقد اقتضت طبيعة الدراسة وأهدافها استخدام منهجَيْن: الأول: المنهج الوصفي التحليلي، والثاني: المنهج الاستنباطي. وقد اقتصرت الدراسة في تطبيق الشق الميداني على أعضاء هيئة التدريس في کليتي (العلوم والتربية) من کليات جامعة الأزهر في القاهرة، وتمثلان التعليم الأزهري، وکليتي العلوم والتربية من أربع جامعات تمثل التعليم العام: الأولى جامعة المنصورة، والثانية جامعة عين شمس، والثالثة جامعة أسيوط، والرابعة جامعة قناة السويس، وذلک في العام الدراسي الجامعي (1440هـ - 2018/ 2019م). وقد بلغ إجمالي أعضاء هيئة التدريس في هذه الکليات (2528).
وقد أسفرت النتائج عن وضع متطلبات للتجديد التربوي في (القيادة والحوکمة) في ضوء معايير الجودة من المنظور الإسلامي، أهمها: ضرورة أن تتبنى الجامعة نمط قيادة ديمقراطيًا، يشجع على المشارکة وإبداء الرأي وحرية النقد والابتکار. والاهتمام بتطبيق مبدإ الشورى؛ فالمتتبع للتاريخ الإسلامي يلاحظ الکثير من النماذج التي تبين اهتمام الإسلام بالشورى في کل مواقف اتخاذ القرار. وضرورة توافر الوضوح والشفافية في الإدارة، فالرسل – عليهم أفضل الصلاة والسلام- جميعًا تميزت إدارتهم بالوضوح والشفافية في تبليغ الرسالة. ضرورة توافر القيادة الفعالة المؤهلة القادرة على مراجعة أنشطة العمل وتقييمها مع توفير التدريب المستمر للعاملين في الجامعة على أساليب إدارة الجودة ومفاهيمها. وقد أولى الفکر الإسلامي معايير اختيار القيادات أهمية خاصة، وتناولها علماء المسلمين بالفحص والتدقيق والتمحيص، وذلک لاختيار أفضل العناصر القادرة على إنجاز العمل وتحقيق أهدافه. فالإسلام يحرض أتباعه على طلب العلم، وعلى المواظبة في ذلک، تحصيلًا لکل جديدٍ مفيدٍ للإنسان في حياته وعمله ودينه، لأن من ظن أن للعلم غاية فقد بَخَسهُ حقهُ ووضعهُ في غير منزلته، وحذر الإسلام أتباعه من التهاون في مراجعة العلم حفاظًا عليه وتمرسًا فيه واستزادة منه؛ لأن من نسى علمًا تعلَّمه فقد أخطأ في حق نفسه ودينه.

The requirements (leadership and governance) of educational renewal in Egyptian university education in light of quality standards from an Islamic perspective
Abstract:
The study aimed to set the requirements of (leadership and governance) of innovation in Egyptian university education in light of quality standards from an Islamic perspective, so that the researcher will prove the precedence of Islam in this field, as it comes as an attempt to achieve the originality that the Islamic nation aspires to in this era, and confirm identity Islamic. The nature of the study and its objectives necessitated the use of two approaches: the first: the descriptive and analytical approach, and the second: the deductive approach. The study was limited to applying the field part to the faculty members in the colleges of (Science and Education) from the colleges of Al-Azhar University in Cairo, and they represent Al-Azhar education, and the colleges of science and education from four universities representing public education: the first is Mansoura University, the second is Ain Shams University, and the third is Assiut University And the fourth university of the Suez Canal, in the academic year (1440 AH - 2018/2019). The total number of faculty members in these colleges is (2528).
The results have resulted in setting requirements for educational renewal in (leadership and governance) in light of quality standards from an Islamic perspective, the most important of which are the need for the university to adopt a democratic leadership style that encourages participation, expression of opinion, freedom of criticism and innovation. In addition, interest in the application of the principle of Shura; a follower of Islamic history notes many examples that show Islam’s interest in Shura in all decision-making positions. Moreover, the need for clarity and transparency in the administration, the messengers - peace and blessings be upon them - are all distinguished by their management clarity and transparency in communicating the message. The need for effective, qualified leadership capable of reviewing and evaluating work activities while providing continuous training for university employees on quality management methods and concepts. Islamic thought has accorded the criteria for selecting leaders a special importance, and Muslim scholars have examined them with scrutiny, scrutiny, and scrutiny, in order to choose the best elements capable of completing the work and achieving its goals. Islam incites its followers to seek knowledge, and to persevere in that, in order to obtain everything new that is beneficial to man in his life, work and religion, because whoever thinks that science has an end has underestimated his right and placed it in his non-status, and Islam warned his followers against negligence in reviewing knowledge in order to preserve it and practice it and increase it Because whoever forgot a science he learned, he mistook himself and his religion.
